Rous Head Sub Area A is a commercial sea container terminal facility developed on reclaimed land located at the Fremantle Port. The development contains over 5.2ha of external pavements that can cater for 109t reach stacker point loads and containers stacked 6 high vertically. 

Due to the non-uniform placement of fill over the site, CBR values for the development were lower than those encountered in the surrounding areas. As a result of this, initial pavement formations were significant and added substantial cost to the project. 

Pritchard Francis investigated options to reduce project costs such as ground improvement methods and alternative pavement materials. The use of recycled aggregates in the construction of the pavement provided a stronger, alternative to traditional road base products and offered savings in time by eliminating cement improvement methods.

As the 5.2ha of pavements were to be traversed by large (109T) reach stackers the proposed pavement formation had to be suitable to withstand this load. In conjunction with the geotechnical engineers, a suitable pavement formation was designed.  Other design considerations included limiting pavement components over the site to ensure that the reach stackers could safely traverse the hardstand. Pritchard Francis liaised the manufacturer of these vehicles to ensure pavement and grades met the suppliers requirements.
